Russian Ministry of Finance proposes changes to the taxation of individuals' investment income

2 November 2026

On 24 September 2026, the Russian Ministry of Finance proposed changing how personal income tax ("PIT") applies to bank deposit interest, dividends and certain other income from investments and the disposal of property. The new rules are expected to apply from 1 January 2027; however, the law has not yet been adopted.

The changes are intended to cover, in particular, dividends and other income from equity participation, interest on bank deposits, income from transactions with securities and digital rights, income from the sale of property and of participation interests, insurance payouts subject to PIT, and income received as gifts that is not exempt from tax.

Currently, this income of Russian tax residents is taxed under a two-tier PIT scale: 13% up to the tax base threshold of RUB 2,400,000 and 15% on the excess. The Ministry of Finance proposes including this income in the main tax base and applying a five-tier progressive scale with rates from 13% to 22%.

Under the proposal, this income would be included in the main tax base and taxed at the following rates depending on the amount of annual income:

  • 13% on the part of the tax base up to and including RUB 2,400,000;
  • 15% on the part above RUB 2,400,000 up to and including RUB 5,000,000;
  • 18% on the part above RUB 5,000,000 up to and including RUB 20,000,000;
  • 20% on the part above RUB 20,000,000 up to and including RUB 50,000,000;
  • 22% on the part above RUB 50,000,000.

The higher rate will not apply to the entire income: each tier of the scale applies only to the corresponding part of the tax base. The final terms and timing of the new rules will depend on the version of the law that is adopted.
